Entry of Foreign Universities in India.
On March 15, 2010, Indian Cabinet unanimously approved the bill that would allow foreign education providers to set up campuses in India and offer degrees and diplomas to students. After much debate and discussions the bill was finally passed by the Union Cabinet.
Presently, there are many foreign universities offering degree courses in India in partnership with local universities. Once the Bill is passed, foreign universities will be able to offer independent degrees, without the need to tie up with a local university.
British universities - Imperial College London, University of Glasgow, Keele University and University of Surrey - signed agreements with their Indian counterparts recently to set up institutes in the country.
Top-notch foreign universities want to have a presence in India as the growing Asian power moves to further liberalise and reform the higher education sector. More than 150 foreign education providers already have tie-ups in the country. The foreign institutions will be provided deemed university status under section three of Universities Grants Commission (UGC) Act, 1956. According to a report in the Business Standard newspaper.
Personally I think this is the best move by the Government. In these days when education is a regulated sector across the world. Many countries do not easily allow foreign universities to operate in their country and if they do allow, it is done with a lot of regulations.
Though the students may miss the international exposure but many Indian students will benefit in terms of getting quality education at moderate cost. Foreign universities will create a healthy competition for the private educational institutes & Indian universities, as they have to maintain a high degree of standard to compete those. Further this will spur research, development, raising the standard of Indian education in par with the foreign universities and employment in the country.
Overall, the move will increase the standard of education in our country. It’s nice to see that prestigious foreign universities may soon be able to set up their campuses and offer degrees in the country. The government should strictly watch against the quality and the level of degrees offered. After all, education is much more than a degree.
Do you think that this competition from foreign universities would wake up public educational institutes to improve their standards and quality of education in the years to come or it would be like any other elite institutes catering to the niche category only? Will there be reduced outbound migration to alien lands in search of higher education?
Dear Friends, I appreciate any input you can provide. Thanks.
